As result from the railway reform in Europe, consisting in the separation of railway operations from infrastructure and withdrawal of state participation in railway enterprises, the hitherto applied Convention for international railway transports COTIF 1980 was revised and a new COTIF 1999 was adopted. The latter will enter into force as of 1st July 2006.
The National Assembly of the Republic of Bulgaria ratified COTIF 1999 in September 2004. The new Convention is among the most important instruments for the introduction of competition and enhancement of economic performance in the sector of freight services by rail.
